Emergency Revisions to California’s Green Code
Included below is a notice I received from the California Building Standards Commission. This is in response to a Petition APP-TECH presented to, and accepted by, the California Building Standards Commission to initiate an Emergency Rulemaking proceeding to amend the State’s Green Code. This is an opportunity for the public to propose revisions or additions to both the Residential and Non-Residential State Green Code, April 5th. It is especially important to identify implementation problems with the Mandatory requirements and possible solutions.
What is not clear in this notice is that the CBSC plans on incorporating the recommendations of this Committee meeting and enacting them as an Emergency Rulemaking proceeding at their April 19 meeting. Once enacted, these revisions will become effective immediately! If you know of any other organizations which might want to inform their membership about this meeting, please pass this information along to them.

Notice is hereby given that the Building Standards Commission’s above identified code advisory committee will hear, discuss, deliberate and/or recommend an action upon the following items listed in this notice. The public is invited to attend and provide their input or comments.

The Department of Housing and Community Development provisions for the 2010 California Standards Codes (Title24):
A. Housing and Community Development (HCD 01/10): Amend standards to update the current triennial edition of the California Green Building Standards Code, Part 11, Title 24.
The California Building Standards Commission provisions for the 2010 California Standards Codes (Title24):
A. California Building Standards Commission (BSC 02/10): Amend standards to update the current triennial edition of the California Green Building Standards Code, Part 11, Title 24.
The Division of the State Architect – Structural Safety provisions for the 2010 California Standards Codes (Title24):
A. The Division of the State Architect – Structural Safety (DSA-SS 03/10): Amend standards to update the current triennial edition of the California Green Building Standards Code, Part 11, Title 24.

• The CBSC code advisory committee meeting is operating under the requirements of the
Bagley-Keene Open Meeting Act set forth in Govt. Code Section 11120-11132. The Act
generally requires CBSC to publicly notice their meetings, prepare agendas, accept public
testimony, and conduct their meeting in public unless specifically authorized by the Act to meet in closed session.
• The Building Standards Commissions’ code advisory committee are conducting public
meeting to ensure adequate opportunity for public participation and to perform a technical review of code changes pursuant to Health and Safety Code Section 18929.1
• Meetings are subject to cancellation; agenda items are subject to removal, continuance or referral.
• Available for public review is information upon which the proposals are based by visiting
the BSC website at www.bsc.ca.gov or by contacting Stephanie Davis at 916-263-091 and
requesting a copy of the proposed “Notice of Proposed Action,” “Initial Statement of
Reasons,” and “Express Terms” of a specific listed code change proposal.
• The meeting facilities and restrooms are accessible to individuals with disabilities.

sign language interpreters, etc.) should be made to the Commission office no later than 10
